Hmmm. If I understand your question, you want to work with the wind to ammonia, which then serve as a source for hydrogen storage. And you want to know if you have to pay federal taxes to produce hydrogen?
I know people can have and use solar panels to generate energy for their homes and sell the surplus to the utility companies. I do not pay taxes on them. So if you're worried about paying taxes on energy (hydrogen and ammonia), there are probably a lot who do not pay taxes or certain uses that are not taxed, too.
But without doubt, should consult a professional tax, to be sure. You never want the IRS breathing on his neck!
